Independent Safeguarding Authority (ISA)


Domestic employers do not have to check an individual they wish to employ – such as a home tutor, nanny or PA/carer – but the new scheme will give them the opportunity to check.

Regulated activity and registration for PA users

The definitions of "regulated" activities are - care agencies, doctors, dentists, district nurses, care homes etc all have to register with a Regulator (the Care Quality Commission) so they can provide regulated services. DP users who employ privately (rather than through an agency) aren't required to register with the regulator, even though private PAs do the same duties as agency PAs, so therefore the PAs aren't performing regulated activities! If you are not performing regulated activities you don't need to register under the ISA.

Domestic employers (this includes disabled people who directly employ their own PA’s) do not have to check an individual they wish to employ, such as a PA/carer but should the PA wish to register the new scheme will give the employer the opportunity to check the status of an individual (with his/her consent) if they wish to do so. It is not mandatory for the PA/carer to register with the ISA.

Fees

The fee for registering with the ISA as an employee is £64. This fee covers ISA administration costs and you will only be asked to pay it once, no matter how many times you change jobs. It is the employee that registers not the employer and so the employee is responsible for the costs.
